Is this the best way to punish someone ?

oh dear. I can think of better ways than fishing (nothing wrong with fishing) for these people to do.

Maybe in actually helping the community.

I do believe however the people in prison do need to be made aware of benefits that are available to them when they leave. Remember some criminals never get sent down again & for those it will still be hard for them to get a job when they get out. (I know they shouldn't have committed the crime in the first place, but still....)

It's a case of the punishment never seems to fit the crime & I think that's what people get annoyed about.
